There are rumors in the market that Guangdong Province has suspended the approval of ground centralized photovoltaic and onshore wind power projects. On July 4th, a staff member from the New Energy Department of the Guangdong Provincial Energy Bureau responded to this rumor: "There was no mention of suspending project approval. We only suggested that enterprises not add new records and approvals for now, and did not say 'one size fits all' not to do so. If enterprises must go to the approval and filing process, we will clarify with the enterprise the potential problems after the project starts, such as whether the project can be profitable, and whether the enterprise can bear the corresponding risks needs to be considered by itself
In recent years, Guangdong Province has mentioned the relevant regulatory requirements for photovoltaic projects in its published documents.
On April 1, 2022, the Guangdong Provincial Development and Reform Commission issued a notice on matters related to regulating the management of centralized photovoltaic power generation projects, stating that:, "The filing scale of centralized photovoltaic power generation projects has increased sharply, with a cumulative amount of more than 90 million kilowatts, which is seriously inconsistent with the actual commencement and new grid connection scale every year, and also inconsistent with the resource conditions of our province, and there are a series of problems such as horse racing, land resource scalping, and Cut throat competition".
Among them, regarding the issue of filing scale, the above-mentioned documents mention that "the filing scale of Maoming, Meizhou, Qingyuan and other three cities has exceeded 10 million kilowatts, and the filing scale of Zhaoqing, Heyuan, Huizhou, Shanwei and other four cities has exceeded 6 million kilowatts, far exceeding the local consumption space
At the same time, in order to promote the orderly development of related projects, Guangdong Province has previously proposed relevant measures, including comprehensive verification of registered projects, competitive resource allocation, establishment of a list of key projects, and allocation of energy storage.
On April 6th of this year, the Guangdong Provincial Energy Bureau pointed out that it is necessary to standardize the preliminary work of projects, "organize comprehensive and detailed inspections of projects that have not started construction within 2 years after being registered (marked as the start of the main project) or have not completed any other procedures, and abolish projects that do not meet the construction conditions in accordance with the law and regulations
